Workshop on "Legal Issues - Bargaining in a Down Economy

 

This session will focus on the options available to counties when it comes to negotiating a new CBA in the face of decreased revenues and increased expectations.  We know wages and healthcare are hot topics but what other options are there to achieve real cost savings?  Does your current contract language unnecessarily limit your ability to achieve savings?  Short of full blown layoffs and even contracting out, how and when can you consider rolling furloughs, reduced work weeks and contract give backs?  How do the CBAs, County Code and federal laws limit your options?  Can you contract out and if so how do you get it done without having it undone by the PLRB?  We will also review the most recent trends in county bargaining including wage settlement and awards.
